BALTIC REGION SECURITY UPDATE
Update from our analyst at Guardian
At Guardian, our Risk Advisory team closely monitors the Baltic risk
landscape to provide our clients with valuable insights and
operational recommendations.
Following the Russian 2022 invasion of Ukraine, the hybrid
confrontation between Russian actors and NATO states in the Baltic
region has appreciably increased.
EU officials openly talk about hybrid warfare, as incidents attributed
to Russia span multiple domains.
On 10 September, around twenty drones violated Polish airspace,
resulting in NATO jets downing four. On September 19, three
MiG-31s entered Estonian airspace, prompting NATO to scramble
jets to escort the Russian aircraft out. Between 22 and 28
September, several UAVs were spotted above Danish and
Norwegian airports and military facilities. While these were not
downed nor definitively attributed to Russia, they were deemed to
be flown by "capable actors", according to the Danish Police. While
it is unknown where they departed from, evidence suggests that
they might have departed from ships part of the Russian shadow
fleet. This unofficial fleet of an estimated 300 vessels is composed of
ageing ships that Russia uses to traffic commodities, mostly oil,
effectively circumventing sanctions. These ships have also been
linked to acts of sabotage and espionage in recent years. Shadow
ships are often uninsured, operate beyond their lifespan, rely on AIS
spoofing and engage in STS cargo transfer, increasing the likelihood
of safety and environmental incidents.
NATO responded with Eastern Sentry, marking an increase in its
deterrence and defence capabilities on the Eastern front, which adds
to Baltic Sentry, a similar response launched in January but focused
on the maritime domain. The EU instead proposed a drone wall
solution, featuring drone tracking and jamming capabilities.
Russia treads on strategic ambiguity, taking advantage of the Western
caution to escalate.
Maintaining situational awareness, ensuring resilience of navigation
systems and communication, and coordinating with local authorities,
on top of appropriate due diligence and tailored risk assessment, are
