While higher oil prices are helping offset some losses, Russia is unlikely to fully benefit due to increasing logistical and operational constraints. At the same time, the risk of transporting Russian crude, especially via shadow fleets, has risen significantly, leading to changes in routing and more complex, costly operations. This is effectively shifting exports into a higher-cost, higher-risk model, making flows less efficient and harder to sustain. For legitimate tanker operators, this creates a mixed picture. They face greater exposure to disruption, compliance scrutiny, congestion, and reputational risk, but also a potential upside. As enforcement tightens and shadow fleet operations become more constrained, compliant vessels are emerging as the more reliable and lower-friction option, positioning them to benefit in an increasingly tight and volatile tanker market. Recent UAV strikes on Russian Baltic ports mark a clear escalation, with Ukrainian long-range drones hitting Ust-Luga, Primorsk, and Vyborg within days. The attacks damaged infrastructure and a patrol vessel, and represent the first confirmed strikes on Baltic port facilities in over six months. Commercial shipping is unlikely to be directly targeted. For Russian exports, disruptions at key Baltic ports could temporarily remove up to 40 percent of capacity, while enforcement pressure is raising the cost and complexity of shadow fleet operations. This is pushing exports into a higher-cost and less efficient system, limiting Russia’s ability to fully benefit from higher oil prices. Shadow fleet activity is adapting through rerouting and ship-to-ship transfers, but at rising cost and reduced efficiency. For legitimate operators, congestion, compliance scrutiny, and reputational risk are increasing, but tighter supply conditions are also supporting stronger freight rates for compliant tonnage.
