Ambrey has not recorded any confirmed subsea infrastructure attacks in the Baltic Sea in recent months. However, the region continues to experience a heightened operational tempo driven by persistent maritime friction between NATO Baltic states and the Russian Federation. NATO navies routinely shadow Russian research, search-and-rescue, and merchant vessels transiting the region. This activity reflects enduring concerns that certain Russian-flagged platforms—particularly “research” vessels—may be conducting reconnaissance or attempting to interfere with sensitive undersea cables and infrastructure. These concerns were reinforced by the recent discovery of a Russian listening buoy off the coast of Wales, found only weeks after the UK Navy shadowed the Russian vessel YANTAR in the same area. Similar devices have been recovered in the Baltic Sea, underscoring Russia’s systematic interest in mapping European subsea vulnerabilities The 2025 U.S. National Security Strategy signals a strategic shift, with Washington adopting a less committed, more transactional approach to European security. This departure from decades of U.S. leadership raises concerns about burden-sharing, particularly for frontline Baltic states, which remain reliant on NATO protection. Although European nations are increasing defense spending, rebuilding sufficient capability to counter Russian hybrid threats will take years. A potential Ukraine ceasefire may free Russian military and intelligence assets, likely redirecting them toward the Baltic region. While immediate overt conflict is unlikely, Russia is expected to intensify hybrid operations, including subsea surveillance, intelligence collection, shipping pressure, influence operations, and challenges to freedom of navigation in contested waters. NATO expansion with Finland and Sweden—turning the Baltic into a “NATO lake”—contradicts Moscow’s strategic objectives and is likely to drive a more assertive Russian posture.
