BALTIC REGION SECURITY UPDATE
Update from our analyst at Ambrey
Recent UAV activity in the Baltics reflects a shift in Ukrainian
targeting priorities, with attacks increasingly focused on softer
inland hydrocarbon infrastructure supporting Russian Baltic ports
rather than heavily defended port facilities themselves. Strikes on
Primorsk and the Kirishi refinery, alongside recurring air raid alerts
across the Leningrad region, continue to disrupt port operations
and highlight the operational vulnerability of Russia’s dispersed
export infrastructure.
While direct damage to major Baltic ports may remain limited
due to stronger air defences, pumping stations, refineries, storage
sites, and logistics nodes are likely to remain priority targets. Even
unsuccessful or intercepted UAV attacks are continuing to impose
operational and commercial costs through temporary port
shutdowns, delays, and wider business disruption, keeping the
near-term threat environment across the Baltic elevated and
dynamic.
Separately, Norway experienced two significant counter-intelligence
incidents linked to suspected Chinese intelligence activity.
Norwegian authorities seized a Chinese-origin satellite data receiver
reportedly intended for Andøya Spaceport and arrested individuals
suspected of involvement in intelligence collection targeting
sensitive military and space-related infrastructure in Bodø and the
High North.
The incidents reinforce concerns around foreign intelligence
collection efforts targeting Arctic, satellite, defence, and NATO-linked
infrastructure, using a mix of commercial cover, technical collection
systems, and physical proximity to strategic sites. While no
convictions have been made, the cases highlight the continued
exposure of Norway’s High North to covert intelligence activity and
the importance of early detection and scrutiny of seemingly
